Recommendation
The Schools White Paper sets out a new backstop power for local authorities to direct trusts to admit children. This is a very welcome step forward. It would enable the local authority to immediately secure an education place for the looked-after child, putting the onus on the school to justify its rationale for appealing against admitting the child. We call on the Department to introduce this new backstop power without delay.
