Require creative industries under CIISA's remit to commit to unconditional funding.
Recommendation
All parts of the creative industries under CIISA’s remit should commit to unconditional, long-term funding within six months. In the meantime, the Government should explore all options for funding CIISA in case the industry does not deliver a voluntary solution. If linking eligibility for Audio-Visual Expenditure Credits with support for CIISA is too complex and will potentially deter inward investment, industries under CIISA’s remit could be subject to a levy to fund its work. The government stands strongly against bullying, harassment and discrimination in any sector. We expect industry to continue to tackle this behaviour, including through strong, cross-industry support for the Creative Industries Independent Standards Authority (CIISA). We are not currently considering introducing any additional complexities into the AVEC system, or placing additional statutory burdens on businesses that may both deter inward investment and have an unsustainable impact on smaller businesses. The government will continue to work with industry to monitor the AVEC and its effectiveness on an ongoing basis. The Secretary of State has been clear and unequivocal in her support for CIISA’s work, and the government is working with industry to ensure their support. We are pleased that organisations including Sky, Warner Bros Discovery and the BBC have taken a strong stand, with the BBC announcing that they expect production companies working with them to support the CIISA Standards. However, far too many organisations have yet to offer support. We expect the sector to support CIISA and the Secretary of State reserves the right to intervene if this is not forthcoming.
