Require Mr Kogan to take concrete steps to reassure football community of impartiality

Recommendation
We acknowledge that there are concerns around his political impartiality and past donations to the Labour Party, including the Prime Minister and Secretary of State for Culture, Media and Sport. We welcome his transparency and candour but recommend, in taking this role, he takes concrete steps to reassure the football community that he will act impartially and in a politically neutral way.

As you know, the decision regarding confirmation of the appointment was delegated to me as Mr Kogan donated to the Secretary of State during her Labour leadership campaign in 2020 and she has recused herself. In reaching a decision, I have noted the Committee’s comments regarding Mr Kogan’s transparency and candour regarding previous political donations and the need for concrete steps to reassure the football community that he will act impartially and in a politically neutral way. I am confident that Mr Kogan will take this recommendation seriously and act on it. The success of the Regulator is dependent on its actual and perceived political impartiality and operational independence from government. I am confident that Mr Kogan will demonstrate the independent leadership required to make the Regulator a success.
