Mr Kogan will prioritise appointing experienced leadership for the new football regulator
Conclusion
One of our concerns before our hearing was Mr Kogan’s lack of regulatory experience and how this would impact his ability to adequately set up a new regulatory body. He was able to address some of our concerns and reassure the Committee that he will prioritise helping appoint a CEO and Executive Board with the relevant experience to assist in establishing a new and effective framework. His other priorities for the organisation suggested a measured and accurate analysis of what would be expected from the regulator in the first 18 months.

The government confirmed Mr Kogan's appointment and announced the appointment of Dame Helen Stephenson and Simon Levine as Non-Executive Directors, both bringing extensive relevant experience to the Regulator's Board.

As well as confirming Mr Kogan’s appointment, I am also confirming Dame Helen Stephenson and Simon Levine have also been appointed as Non-Executive Directors. Dame Helen was previously the Chief Executive of the Charity Commission. She is now a Non-Executive Board member of the National Lottery Community Fund, a Board member of the ECB Regulatory Board and on the People and Governance Committee at the Royal Academy of Dance. Simon has been a practising lawyer in the City of London for over 35 years. Until late 2024, Simon was the managing partner and co-global chief executive officer of a global law firm. He now acts as a strategic consultant to businesses in the technology, legal and professional services sectors. Both will be excellent additions to the Regulator’s Board.
