Conclusion
The BBC has already made significant progress in moving its activity outside of London, with creative clusters playing an important role in attracting regional investment and stimulating economic activity. It has done so with a public service ethos, and we are concerned that giving it a specific public purpose with a focus on economic growth risks incentivising it to act contrary to that.
