Recommendation
We urge both sides to engage constructively in discussions on the ‘rebalancing’ of intellectual property rights. The aims should be to: ensure the BBC can provide a competitive offer on iPlayer for audiences; get value for the licence fee payers; and continue to support the independent production sector, particularly the smaller companies across all parts of the UK. We ask the BBC to update us on progress before the end of 2026. (Recommendation, Paragraph 81)
