Conclusion
We also heard that Youth Offending Services were able to communicate effectively with those they supervised. Justin Russell explained that speech and language therapists working in Youth Offending Services “are finding huge levels of communication need that have to be met” (one example of how this need is met is through “easy-read guides to sentence plans”). He pointed out that it is “the same population that will then migrate into the adult population with no equivalent provision there”. He wondered “about the extent to which people on probation properly understand the requirements that are put on them”. 253 Moving the threshold
