Recommendation 123

123

The rehabilitative needs of low-level, repeat offenders are not being met.

Conclusion
The rehabilitative needs of low-level, repeat offenders are not being met. Increasing the tariff of their punishment, be it in an individual case or through a revision of sentencing guidelines, is not the solution—it would set people up to fail, further criminalising them rather than encouraging their path to rehabilitation. The solution is to increase the intensity of the rehabilitative support offered to them.
