The Ministry of Justice should seize the upcoming wave of commissioning as an opportunity to apply lessons from the past two years. More funding should be allocated, especially to women’s centres and for housing. Contracts should be longer to protect the Probation Service’s partners, but subject to termination clauses to protect the taxpayer. More flexibility should be built in, perhaps through regular reviews, to allow partners to innovate.
