Interoperability is not an end in itself.
Recommendation
Interoperability is not an end in itself. While pursuing interoperable solutions, the Government should be mindful of maintaining a diversity of capabilities and promote innovation. For example, the Government should review with industry how faster feedback loops could be developed that would support agile innovation. (Paragraph 114) Nurturing partnerships
