Conclusion
The procurement process needs to be more agile and willing to take risks, as successfully demonstrated by the Ukrainian forces’ rapid innovation and collaboration with the private sector during the war. There needs to be a culture change around risk. The Government will have to transform how it buys weapons to keep up with the need for much faster development cycles.
