The government's response addresses the Committee's recommendations on the GCAP Convention largely by describing existing arrangements, agreeing with the Committee on the UK location of the GIGO headquarters and on human rights, and supporting careful cost monitoring.

• On cost control, it says it supports the Committee's recommendation on careful monitoring, "noting this will be one of the primary roles of the Finance Division", with the National Audit Office invited as a designated auditor.
• On Parliamentary oversight of implementing measures, it "acknowledge[s] the benefit of Parliamentary oversight" and says that, "where applicable", Parliament will be called upon to provide advice and guidance, with regular updates through ministerial channels.
• On dispute settlement, it explains the non-binding approach as a joint decision of the three partners, because an independent third-party arbiter could see sensitive details or require material to be made public.
• On amendments, it states that any amendment, including accession of a new party, "would require Parliamentary scrutiny under CRAG", while noting that ways of participating without becoming a party "have yet to be trilaterally agreed".
