Make the case for European Research Programmes to be open and maximise UK participation.
Recommendation
To achieve the best outcomes in terms of innovation and in turn growth, we urge that the Government make the case for all elements of European Research Framework Programmes, including FP10, to be open to third- country participation, and urge the Government to engage with UK research communities to maximise UK participation. (Recommendation, Paragraph 81)

We have strong cooperation with the EU through Union Programmes, such as Horizon Europe and Copernicus, where we share expertise and work together to tackle the key issues facing the European continent. The UK gained access to the vast majority (97%+) of Horizon Europe funding calls when we associated to the programme in 2024. Following productive discussions with the Commission, for 2025, UK researchers and businesses will also now be able to access calls in a small number of strategic, high-potential tech areas like AI, telecoms and high-performance computing, where restrictions previously applied. The Government recently published a position paper on Framework Programme 10 (FP10). Having associated to Horizon Europe, we want UK scientists, innovators, businesses, and institutions to continue to work together in pursuit of excellence with partners across Europe and hope that the developing proposals for FP10 will support this collaboration. The UK is interested in potentially associating to FP10, assuming it is open, relevant and provides good value for our research community and the UK taxpayer. As such, we are keen to support discussions as FP10 shapes up and engage in its development from the outset.
