Conclusion
Government can help transform access to finance by transforming public procurement support for UK businesses. The Procurement Act 2023 and associated reforms are a step in the right direction. However, we are not convinced that individual departmental targets will be effective. Strong performance monitoring arrangements will be needed to ensure that department targets are having their intended effect. (Conclusion, Paragraph 66)
