Conclusion
Investors require stability and certainty before committing to long and expensive projects. Much instability has been the result of external or political shocks. But some policy uncertainty has been the result of ministerial decision making. There is scope for the Government to make the policy environment more predictable. (Conclusion, Paragraph 22)
