Recommendation (the committee's words)
The Ministry of Justice should establish a formal, transparent appeals mechanism, with access to independent review outside the Ministry of Justice. Claimants should have access to legal representation, and where government error has caused them additional cost, they should be fully reimbursed and compensated.
