Inquiry scope (the committee's words)
This inquiry examines the Government’s commitment to deploying CCUS technology and whether it has a “Plan B” to meet the UK’s climate change targets should desired cost reductions not materialise. Carbon capture, usage and storage (CCUS) is a set of technologies which can together capture carbon dioxide from waste gases, and either ‘lock up’ this carbon dioxide in long-term storage or use it in industrial processes. - On timing, the Government's plan is to enable the first UK CCUS facility, "commissioning from the mid-2020s", as the first step towards deployment at scale in the 2030s "subject to the costs coming down sufficiently".
- It committed to publish its response to the July 2019 consultation on CCUS business models "by the end of the year".
- On industrial opportunities, it states that it "agrees with the Committee's recommendation" on prioritising CCUS for international demand, and says it is investing over £50 million in innovation to March 2021.
- On funding models, it says its review "considers the appropriateness of separating funding models" for capture from transport and storage, including a regulated asset base model.
