Witnesses suggested that there were inconsistencies in the quality of supervision and an overdependence on rigid and inefficient supervisory processes, increasing the demands placed on firms. Witnesses told us that the frequent rotation in supervisory teams can disrupt the continuity in the relationships between firms and their supervisors, undermining the predictability needed to invest and grow.
