Recommendation
We recommend that HMRC publishes the assumptions on which the costs to businesses of the employee hours requirement were based. HMRC should then work with interested parties to review these costings and produce revised estimates that are more realistic and re-evaluate the extent to which the proposed benefits outweigh these costs.
