Conclusion
We consider that there should have been a wider, and more formal, consultation on the treatment of subcontracting arrangements at an earlier stage. It is particularly disappointing that the new Finance Bill provisions on subcontracting were not themselves subject to formal consultation before being laid before Parliament.
