Conclusion
A scheme based on R&D intensity is agnostic as to the type of R&D that a company is undertaking. We note that a number of our witnesses did not understand why this approach had been taken, rather than targeting specific policy objectives, such as providing tax credits for activities that support the Government’s net zero commitments.
