Conclusion
We acknowledge that the Government responded promptly to concerns about the impact of the reduction in the rate of R&D relief for SMEs following its announcement in November 2022. However, the development of the R&D intensive scheme over only a few months, and without the benefit of formal consultation, was not an example of good policy-making.
