The Government’s postponement of a final decision on creating a single merged scheme of R&D relief added to the uncertainty around R&D relief. Businesses can only start to prepare in earnest once a change is confirmed. The Government’s announcement of a prospective commencement date of an unconfirmed measure did not give businesses sufficient certainty to be able to plan effectively.
