The Government must show leadership on tackling digital exclusion.
Recommendation
The Government must show leadership on tackling digital exclusion. This is a complex task and the Government cannot solve everything, but that is no excuse for inaction. Incremental progress against clearly defined targets is possible. The extent of Government intervention should be guided by three core principles: pragmatism, proportionality, and joined-up working.
