Recommendation (the committee's words)
The Government should develop mandatory safety tests for high-risk high-impact models. This must include an expectation that the results will be shared with the Government (and regulators if appropriate), and clearly defined powers to require compliance with safety recommendations, suspend model release, and issue market recall or platform take-down notices in the event of a credible threat to public safety.
