Conclusion (the committee's words)
We support the overall White Paper approach. But the pace of delivering the central support functions is inadequate. The regulatory support and co-ordination teams proposed in the March 2023 White Paper underpin its entire success. By the end of November 2023, regulators were unaware of the central function’s status and how it would operate. This slowness reflects prioritisation choices and undermines confidence in the Government’s commitment to the regulatory structures needed to ensure responsible innovation.
