Recommendation (the committee's words)
We heard evidence of the limited options available for local authorities to encourage developers to build homes on sites more quickly when they have planning permission. To address this problem, the Government must give local planning authorities better tools to encourage build out, particularly on large strategic sites. We note proposals to increase local planning authorities’ leverage, including setting a three-year time limit, and encourage the Government to consider this option. 244 National Audit Office and Ministry of Housing, Communities & Local Government, Planning for new homes , 8 February 2019 (Session 2017–19, HC 1923): https://www.nao.org.uk/wp-content/uploads/2019/02/ Planning-for-new-homes.pdf [accessed 25 November 2021] 245 Written evidence from Royal Town Planning Institute ( UKH0045 ) 246 Q 72 (Grant Butterworth, Leicester City Council) 247 Written evidence from Home Builders Federation ( UKH0044 ) 248 Written evidence from McCarthy Stone ( UKH0040 ) 249 Written evidence from the Royal Town Planning Institute ( UKH0045 ) 250 Housing, Communities and Local Government Committee , The future of the planning system in England (First Report, Session 2021–22, HC 38) 251 Written evidence from the Royal Town Planning Institute ( UKH0045 ) 252 Written evidence from the Local Government Association ( UKH0043 ) 253 Q 72 (Cllr Dr Ed Turner ) 254 Written evidence from Berkeley Homes ( UKH0070 ) 255 Q 101 (Rt Hon. Government response
The government responded to the whole report on 28 March 2022 (deadline 10 March 2022).
Summary written by Accountability Index from the government's response. It is not the government's own words. The Government welcomes the Committee's report and says it is "taking action on a number of the issues identified", agreeing with some recommendations while disagreeing with others, including on home ownership schemes and the Apprenticeship Levy.
- It "disagrees with the report's assessment that homeownership schemes do not provide good value for money", citing independent evaluations and its own evaluation of Help to Buy.
- On older people's housing, it is launching a new taskforce "this year", chaired by the Minister for Housing, to look at better choice, quality and security of housing.
- It does "not intend to set out a proportion" of Affordable Homes Programme funding for social housing, though "around half" of the affordable homes are to be for social and affordable rent.
- On the Apprenticeship Levy it says it has "no plans to review" it. On planning fees it is "exploring options" to increase them, and on local plans it will make an announcement "in due course".
