Conclusion
We heard that the Government “has taken inadequate proactive action” 129 to ensure the condition of all protected sites. The resultant poor condition of sites has led Natural England to issue standing advice for certain geographic areas, forcing local planning authorities to require mitigation or refuse planning applications. 130
