All the environmental regulations on which we received evidence have applied to the development of new homes, infrastructure or other amenities. This is because regulations and guidance generally cannot be applied retrospectively: once a house is constructed and sold, upgrading its energy or water efficiency becomes the responsibility of the individual homeowner. 116
