Recommendation 73

73 Paragraph: 223

Large, and growing, up-front costs disincentivise developers of all sizes from entering the housing market.

Conclusion
Large, and growing, up-front costs disincentivise developers of all sizes from entering the housing market. For smaller developers with limited access to finance they are a greater burden. Whilst developers are willing and able to cover these costs in many circumstances, they should not be asked to fund inapplicable surveys.
