Recommendation
Given the impact of uncertainty in the planning system on the delivery of new homes, the Government should ensure that policy is communicated clearly and in a timely manner. For a transition period to be successful stakeholders need to know to what they are transitioning. Statutory dates for the implementation of new regulations should reflect the lead times for development with the full policy detail available.
