Conclusion
Those who deliver policy through the planning system should be consulted on the content and drafting of relevant advice. Defra and DLUHC should work with Natural England and the Environment Agency to develop a suitable consultation method which can be used ahead of issuing advice under the Habitats Regulations. Where necessary this should allow for confidential discussions.
