Conclusion
Under the LTPT, the previous Government shifted to an allocation-based funding system in response to the criticisms of the competitive bidding process. The LTPT allocated funding to 75 towns according to levelling-up need, based on an assessment of population size, geographic spread and deprivation metrics, and put “the onus on the Government to present clear and transparent methodological justifications for the determination of allocations.” 338 Whilst witnesses said that it was too early to assess the success of the LTPT, they were supportive of the new approach. 339 Civic Voice praised the allocative approach and the 10-year timeframe of the programme, which provides greater certainty. 340
