Conclusion
Local authority witnesses told the committee that having to bid for multiple pots of funding was time consuming and a strain on already limited resources. Councillor Brown stated: “It is unaffordable on a regular basis for many local authorities to continue constantly to be bidding, particularly if they are not likely to succeed.” 325 According to the LGA, local authorities have historically spent £30,000 on average pursuing each competitive grant. 326
