Looking to address the issue of long-term vacant units on local high streets, the Levelling Up and Regeneration Act 2023 introduced High Street Rental Auctions (HSRA). 246 These are intended to give local authorities the power to require landlords to auction out the rental rights of vacant units in a designated high street or town centre via an auction mechanism.
