Recommendation
The Government should maintain its town-centre-first retail policy within the National Planning Policy Framework. Local planning Authorities should clearly set out in their Local Plan in what circumstances out-of-town developments would be permitted, and they should robustly apply the sequential test set out in the National Planning Policy Framework.
