Conclusion
We accept that the novel features of covid-19 would have caused difficulties for any government, and we recognise the hard work and dedication shown by essential workers, civil servants and local responders in responding to the crisis. While the Government has been scaling up critical response capabilities, we are not convinced that the unique nature of covid-19 fully explains the difficulties the Government faced.
