Although, ahead of the covid-19 pandemic, the Government assured our predecessor Committee about PPE stockpiles, many frontline workers experienced shortages in the early months of the pandemic. The Government’s focus was on preparing for an Biosecurity and national security 53 influenza pandemic, but perhaps more significantly it did not anticipate the scale of international competition for insufficient supplies in a global pandemic and how UK supply chains were vulnerable as a consequence.
