We recommend strengthening the Joint Intelligence Organisation at the centre of Government, ensuring that its remit incorporates providing assessments of the full The UK’s national security machinery 65 range of threats and hazards. The Government should also consider tasking it with providing the formal warning function for all national security risks, in the near and longer term. It is essential that the JIO has the capacity to perform this function well and the Treasury should prioritise funding accordingly. The JIO should also ensure that its reporting maximises the volume of open-source information available.
