Recommendation 23

The NSC needs high-quality information and analysis to make its decisions. All information provided to the NSC should draw on the best possible sources for the topic under discussion—which, in many instances, will be open-source information and data analysis, supplemented as necessary by diplomatic reporting and secret intelligence. The Government must make the necessary organisational and technological changes that would enable it to bring insight from data together with human expertise.
