Recommendation 19

We agree with Michael Gove, the Minister responsible for the Union, that a break- up of the United Kingdom would pose a fundamental risk to national security. If UK national security is to be served effectively, the Government must ensure that the voices of all three Devolved Administrations are heard within UK decision- making structures. Yet despite the emphasis on the Union in the Integrated Review, the Devolved Administrations have been side-lined in UK-wide national security structures, and they were not considered as part of the NSA’s review of internal processes.
