Recommendation 19

We recommend that the Prime Minister wastes no time in publishing the crucial and long-awaited National Resilience Strategy (NRS), which has the potential to ‘mainstream’ climate adaptation planning across Government, and to improve central Government oversight of risk assessment and risk planning more broadly. In the context of recent moves to disband the Civil Contingencies Secretariat, she must also ensure that the Cabinet Office has the proper resources and structures to implement the NRS effectively.
