External organisations can effectively deliver project value and regeneration benefits beyond the delivery team.

Conclusion
For some projects it may be more effective for an organisation outside of the project delivery team to be accountable for delivering the value from the project. The Ebbsfleet Development Corporation was set up to accelerate regeneration of the area around Ebbsfleet International Station and the London Legacy Development Corporation fulfilled a similar role in relation to the area in and around the Queen Elizabeth Olympic Park. HM Treasury told us that such approaches can be helpful.12
