Conclusion (the committee's words)
According to the Department, UK universities generate more spinouts and patents per unit of research resource than their US counterparts, but it acknowledged that not enough are registering IP – and that their approach to exploiting it is ‘patchy’. Some universities are trying to keep too much IP for themselves, while others are not providing enough support to help academics looking to ‘spin out’ ideas into startup companies. It told us that more universities are adopting the practices of leading American universities such as Stanford or the Massachusetts Institute of Technology. However it recognises that there is still more that universities, and the government, can do to ensure they unlock the potential economic value of UK research.24 19 Qq 29, 56; Department for Science, Innovation and Technology, Delivering AI Growth Zones, CP 1440, November 2025 20 Q 53 21 Qq 63-64 22 C&AG’s Report, para 3.2 23 Qq 53, 62 24 Q 62 10
