Conclusion (the committee's words)
We challenged the Department on when it would be able to set out its expectation of how many homes will be built on land unlocked by the NHDF. The Department told us that it is too early to provide a meaningful estimate because the NHDF does not yet have a pipeline of projects.19 The Department said a specific number of homes would be available when a portfolio of projects is agreed but emphasised that its expectations may change over time.20 Tracking homes built on legacy unlocking land programmes
