Conclusion (the committee's words)
The Department told us that the government would ultimately take final decisions on the programme, but that it was seeking to design a governance system and partnership with local leaders “such that—to every extent possible—we get to a consensus on the way ahead”. It told us it was working with mayoral authorities at three levels.40
