Conclusion (the committee's words)
The Northern Growth Strategy sets out how the government expects providing better connections between northern city regions and towns through Northern Powerhouse Rail to support economic growth, for example by widening the pool of workers available to firms and the opportunities available to workers. It also sets out future areas of focus, such as urban 5 Committee of Public Accounts, Northern Powerhouse Rail written evidence 6 C&AG’s Report, paras 9 and 13-14 7 Qq 6 and 9 8 C&AG’s Report, para 14 9 Q 38 8 regeneration and industrial regeneration.10 However, the government has not yet set out how investment in these areas of focus will be prioritised to inform any potential trade-off decisions on Northern Powerhouse Rail.11 Managing spend within the funding cap
