Conclusion
The Department told us that it was used to managing contracts, and that its policy team worked with commercial colleagues and the Crown Commercial Service in managing the contract with Edenred.49 In written evidence, the Department confirmed that it was not advised to seek to negotiate the contract terms at any point during the scheme.50 The Department said that its focus had been on trying to get the scheme running as well as possible. It did, nonetheless, accept that it could have looked at renegotiating terms before agreeing contract extensions.51
