Conclusion
In addition to this uncertainty surrounding future frontline cuts, the BBC has delayed more than once planned changes to its News and Nations & Regions divisions which involve significant post closures. The BBC had identified early on in its efficiency programme the need for change in these divisions. However, it delayed introducing this until 2020, believing change here was likely to be difficult to implement and generate opposition from both its workforce and the public. It delayed these changes again in 2020 as a result of COVID-19.38
