Conclusion
In February 2017 the BBC introduced a programme to deliver £800 million savings annually by 2021–22, in order to help address the estimated shortfall in its finances resulting from the 2015 licence fee settlement and trends in inflation and licence fee payments. In 2020 it increased this annual savings target to £1 billion by 2021–22, reflecting the need to make extra savings because of the impact of COVID-19 and its decision to continue to offer free licences to some over75s.27
